I totally understand how hard it is for people to speak English. I am a native English speaker that is trying to learn Thai. Hearing it spoken is part of the learning. Getting my tongue, teeth and lips to make the same sounds it very hard. It is also embarrassing to make mistakes. I learn more when someone makes it fun at the same time.
When I try to help people learn English I use the Spotlight program. We listen to the program and read the script at the same time. Then we talk about it. Most young people have learned a lot of grammar but they don’t have the chance to listen or practice speaking. It’s hard for them to make mistakes in front of their friends.
If you want, you can play a Spotlight program in class and print out the script for the class to read while they listen. It will improve your English too. And don’t forget to print the Word List from the Spotlight web site. Then if a student doesn’t understand a word, you can have them look it up in the Word List and read the definition.

I agree about what you wrote above.
In my country,Vietnam, and I think in other countries, people who learn E will tend to do as you describe, they worry to talk, they scare that they will have mistake.
However, to someone, they know that having mistakes to improve and learn more.
